A long time ago in a galaxy far, far away there was the Exe Buoy Hook, but sadly the company disappeared. I find the usual offerings rather flimsy and difficult to use when picking up my mooring.
I've finally found a company Buoycatcher who does something similar the boat crook.
A big advantage is you can change the 'business end' for a number of brushes and other attachments.
