I can't really see a solution to that. Demanding that home teams are seperated until as late as possible on the basis that we're all (more or less) one country entering 5 teams would seem a bit cheeky.

How about Eire & Northern Ireland, Welsh, Scots & English? Do NI have a ugby team? Since international rugby began in the 1880s there has been a single team representing the Irish Rugby Football Union, with players drawn from the the whole island of Ireland.
