I know some people suffer poor navtex reception on the west coast, though I have found it generally quite good. Here's news of an improvement from April Fool's Day.

I don't know why you think it is a spoof. They have put out a test transmission in Gaelic for the area, and intend to start transmissions before the end of the year.
There is a proposal to have English on 490KHz, and a dual language transmission on 518Khz, but only in certain message categories where there will be no possibility of misinterpretation.
Google has been commissioned to provide and automated text translation from the English to minimise costs.
Haven't you boys all registered at Ofcom? The license negotiations have been fascinating.

And a good thing too! I believe that Argyll and Bute Council are paying for it by diverting some of the extra money in next year's road sign budget, hence the start date in the new financial year.
